Gradually add water and knead into a stiff dough. Cover and let it rest for 30 minutes. Step 2: Make the Filling Heat oil in a pan, add cumin seeds. Once they splutter, add onions, ginger-garlic paste, and green chili. Sauté for a minute. Add peas, mashed potatoes, and all the spices. Mix well. Cook for 2-3 minutes, then turn off the heat and mix in chopped cilantro. Let it cool. Step 3: Shape the Samosas Divide the dough into equal portions and roll each into a small oval shape. Cut the oval in half, making two semi-circles. Form a cone by folding one side over the other, sealing the edge with water. Fill with potato mixture and seal the top. Step 4: Fry the Samosas Heat oil in a deep pan over medium-low heat. Fry samosas in batches until golden brown and crispy (about 8-10 minutes). Drain excess oil on a paper towel.
